Data we publish

1. Summary

Eagle Virtual LLC ("Eagle Virtual", "we", "us") publishes public chain facts: the freezes, seizes and unfreezes that the companies behind stablecoins and similar coins write on-chain. Every record shows the transaction and block that wrote it.

A record says what the cited on-chain source recorded. It is not an accusation, a finding or a decision by Eagle Virtual about any person. Section 9 says how to reach us.

2. Why we publish this notice

The events we publish can relate to identifiable people, most directly the holder of a frozen wallet. We take this data from public sources rather than from the people it concerns, so data protection laws (including Article 14 of the EU GDPR and Brazil’s LGPD) require us to say publicly what we process, where it comes from, why, and how people can exercise their rights. Telling each person individually would be impossible, so this is our notice.

3. What we publish

What the companies do on-chain. We decode and publish the freezes, seizes and unfreezes they write to public chains against specific addresses, and we cite the transaction for each. Where an event moved a balance we publish the amount, and the record says whether the chain logged it or we measured it.

We do not reproduce government sanctions lists, and no answer on this site is a sanctions screening result.

Aggregates. We publish counts drawn from the record, by month, coin, chain and company, that identify no one.

Where it appears. On the public pages, in signed-in account views, in the data files, over the API on paid plans, and through our MCP server. The coins, chains and event types covered are at /what-we-check.

4. What we do not publish, and the limits we place on the record

We do not publish our customers’ identities, queries or account activity.

We do not publish names, identities or labels for addresses, we do not infer who controls a wallet, and we assign no risk score, band or opinion to any person or address.

We limit how the record can be listed. The listing pages, feeds, data files and the MCP server’s listing tool show only the most recent six months. Older events are found by looking up an address. We do not publish the full set of frozen addresses as a download, or permit it to be harvested wholesale.

5. Where the data comes from

Every record is read from a public chain: the contract events the company emitted, and for measured amounts the balance the chain recorded. We take nothing from the people the records may concern, and buy no third-party data about individuals.

6. Legal bases for publishing

Where data protection law applies, we rely on legitimate interests (GDPR Article 6(1)(f); LGPD Article 7 IX and Article 10): the interest of Eagle Virtual, its customers and the public in checking whether a stablecoin balance has been frozen, seized or blacklisted before funds move. We balance those interests against the rights of the people concerned. That balance is strongly informed by the limits in section 4 and by the fact that every record was already public, written to a public chain by the company that acted.

We also rely on the freedom to receive and impart public information, and on the public interest in the transparency of permanent chain records.

We do not use this data to market to, profile or make automated decisions about the people it concerns.

7. What a record means, and does not mean

A record means the cited transaction happened on-chain. It is not legal, financial or compliance advice.

Every answer says what was checked and how current it is. A wallet with nothing recorded has nothing recorded on the coins and chains we check, as of the date shown. "We cannot check this right now" and "not yet checked" are unknowns, not findings.

Companies unfreeze wallets and reverse actions. Our record keeps the full history, so an event and its reversal are both dated and shown.

8. How the record is licensed

The facts in the record are public and we claim no ownership of them. Our records and figures may be quoted, cited and republished free of charge, with credit, and never as a judgment about a person. The credit line, what paid customers owe instead (nothing) and when a written agreement is needed are all at /license. The machine-readable form is /license.xml, and the full terms are at /terms.

Crawling and automated use, as of 3 September 2026. The site is open to crawlers, search and AI alike. robots.txt has one rule for every agent and closes five paths, and its License: line names /license.xml, which allows search, AI indexing and AI input with credit and does not license AI training.

9. Your rights and our review process, including non-customers

You do not need to be a customer to write to us. Depending on where you live, you may have rights to access, correct, object to, restrict or erase personal data, and to complain to your supervisory authority.

Email legal@eaglevirtual.com with the subject line "Data subject request". Include the record or page concerned, what you believe is wrong, your relationship to the data, and your country of residence. We may need to verify your control of an address first. We answer within one month, or any shorter period applicable law requires.

What we will do: correct our errors promptly where we mis-read or wrongly reproduced an on-chain record; re-check the source and publish reversals; review objections individually, with the balancing assessment the law requires; and restrict processing while we review, where the law requires it. The route for a factual error is /corrections.

A request about an accurate record is reviewed individually under applicable law, including the rights to privacy and to freedom of expression and information. We refuse only where applicable law permits, and we explain the decision unless the law prevents us. If a court or authority with jurisdiction orders us to withhold or delete a record, we comply, and where the order and the law permit we may show a neutral dated notice that an entry was withheld.
